ELECTIONS AND THE POLICE IN NIGERIA…UNPREPARED AND WITHOUT A NATIONAL CHARACTER

 

In this article JOHN ODEY ADUMA resumes the series he has been serialising since 2013 on OF THE FOOLS OF THE MIDDLE BELT…and focuses on Nigeria, the most populous African nation on the planet earth as he sees her stumbling her way to the 2019 Elections without a strong, prepared, well equipped and sophisticated national police service, but a relic of the Hausa Constabulary of old, very thoroughly weakened by the successive governments in Nigeria, having to rely on the military to exhibit their braggadocio, browbeaten, emasculated/beheaded/decapitated, thoroughly confused, very disorganised, intimidated, timid and fearful, depersonalised without national character, without power, without authority and influence, very ill-equipped for the onerous tasks it is soon to be entrusted with, and despite this national tasks that lie ahead, no simulation exercises preparatory to the elections had been carried out in the last two-three years to determine its readiness and preparedness for the 2019 elections, and lying lazily prostrate like a toothless and a lazy bull dog that needs to lean its jaw against the wall before barking, it has shown to all the civilized world its very helplessness and crisis of identity!

 

Below is the thinking of the Chief Policing Officer of Africa’s most populous country, IBRAHIM KPOTUN IDRIS. This highly partisan blabbering by this dead-brain fellow of an IGP is the very reason why he must not be in office a second longer. Idris is a national disgrace and an embarrassment to all persons of African ancestry.

Having an idiot and a tyro such as Idris is the very reason for the current very crowded policing space in Nigeria, where every Omaga and Omagu are now policing multi-cultural, multi-lingual Nigeria.

Currently, the whole world is asking who really are the police in Nigeria, who really have the statutory right to police Nigeria – the so-called Nigeria Police, the armed forces, the para-military, the vigilantes, the militias, traditional rulers, big men and women, the presidency, the State Governors, the Local Government Chairpersons, touts, cow owners, herders, Boko Haram, other terrorists, militant pastoralists, Hisbahs, emirs, Miyetti WAHALA (Allah Cattle Breeders Association of Nigeria), the idiot Mama Boko Haram who ought to be in prison by now, but has been left to be talking rubbish/gibberish, whilst parents sorrow?

But why is this evil woman, AISHA WAKIL being celebrated by everybody in that country when she should be the first accused? This sort of exploitable policy of negotiating with criminals and having criminals who claim to be negotiators acting as intermediaries in the so-called negotiation exercises after having collected mouth-watery sums of money from Governments and relations of the kidnapped/abducted.

Need I say that so long as the nation refuses to punish criminals/terrorists together with their accomplices/collaborators, we shall continue to witness heightened criminal/terrorists activities of immense proportion in Nigeria, and continues to remain the joke of the world.

What having such negotiators as Aisha Wakil translates to is the legalization of criminality through the open door! Kidnappings/ killings by herdsmen/terrorist activities are ‘businesses’ people do go into in Nigeria without MBAs, registration with Corporate Affairs Commission and without the needed business plans.

This is the reason for the high rise of crimes of all sorts in Nigeria, from Boko Haram, OPC, all sorts of avengers in the Niger Delta and lately the arrival of the Desert Warriors, hence as it was in the beginning, is now and ever shall be…crimes and terrorism and herdsmen killings without end. Criminal/corruption/terrorists activities in Nigeria are the real businesses, but not taxed and accounted for.

The governing herd-instinct mentality in Nigeria means in just a manner of time, you will have many others competing with the Aisha Wakils of this world in their evil trade. But will someone get that woman arrested and prosecuted immediately?

In our fight against terror, we had taken the wrong steps of negotiating with terrorists, so this evil trade will sure be in our midst for centuries!

Just who indeed is in charge of policing Nigeria (?), just as the same question will be asked in another dimension: Who really are in charge of national security in today’s Nigeria? Also, who really is in charge of the COW GOVERNMENT in Nigeria, offering Nigerians COW GOVERNANCE to the shame and embarrassment of all persons of African ancestry and the whole of humanity?

Just who is in charge and in control of Nigeria – MACBAN, NSCDC, emirs, militias, vigilantes, the so-called bandits, cultists, social and political thugs, Almajiris who now dominate the crime industry in Nigeria, streets urchins, the irresponsible elders of the various ethnic nationalities, always taking delight in heating of the polity, and now doing the so-called endorsement of one political office seeker after another, pastoral militants, the cabal, Northern elders, the so-called Northern Governors, the treacherous Agbero Generals, who by our reckoning are mere opportunistic professional democracy snatchers (OPDS)?

But why should a man who does not understand first, what policing is all about, what policing a multi-cultural, multi-lingual polity entails, then what his statutory duties and job specifications are, be presiding over policing activities in Nigeria?

By the way, what right does this idiot have to tell elected officers what to do – to enact laws or when it is appropriate to or not to make laws for the governance of their people?

Just as this idiot has no right to command Governors about, neither do the Governors nor ministers, elected representatives, nor the President himself, nor the Presidency have any right to tell the IGP how and from where he has to police Nigeria.

Will all concerned in asking security chiefs to relocate to Sambisa, Chibok, Dapchi, the sky, the seas, the mountains, to the artic, to the valleys and wherever else stop embarrassing Africans and all of humanity?

The problem is not from where they are operating, but more than anything their zero intelligence gathering, treachery amongst security chiefs, always fighting amongst as to which of them is the great and to be the one to represent the rest of them to the presidency, thus refusing to work as a team; some of who themselves are terrorists/Boko Haram in uniforms – highly partisan, non-nationalistic without unalloyed patriotism, bigots and highly nepotistic, corrupt, religionists/Islamists/regionalists/tribalists/ethnicists being kept/maintained and paid salaries by the Nigerian tax payers; mere contract-chasing security chiefs who are all now money bags at the expense of the toiling masses of Nigerians, whose greed and unparalleled lust for power have pitched each against the other security chiefs, constantly quarrelling amongst themselves as to who is in charge or who should be in charge – “treacherous prodigals” with blood on their hands, who in every way are self-serving, serving not Nigeria, but vested and divisive interest groups in Nigeria.

Fie! Fie! Fie, to you all GOOD FOR NOTHING SECURITY CHIEFS. Thou informants to terrorists and other criminals! Go! Go! In the name of God, go!

Here’s is what IDIOT IDRIS had blabbered in the Nigerian media: “It is my suggestion that to reduce clashes between farmers and herders, state governments should endeavour to establish grazing ranches in their various states before enacting laws to prohibit open rearing and grazing.

“It is when grazing ranches are established that herders can be arrested and punished for rearing and grazing on the open places. I am of the opinion that it will make the law acceptable by all the parties concerned and other critical stakeholders. It will do us good if we avoid the hasty formulation and implementation of such (anti-grazing) laws across the country in the interest of peace and unity. “

Afterall, Sada usually prides himself as the Commander of the Faithful in Nigeria as he continues to monopolise the spiritual/religious headship of the Muslim community in Nigeria, refusing to zone/rotate it, thus limiting Islam and squeezing it into a family religion owned by Uthman Dan Fodio! But the same Sada is ever quick to talk about rotation and zoning in the political sphere. Consequently, Sada’s greed/selfishness is to be interpreted that he does not think and does not recognise Southern Muslims as true and genuine Muslims, hence his monopolization of the religious and spiritual headship of the Muslim Ummah in Nigeria.BUHARI, SADA, SANUSI AND IDRISS, WHERE IS ABUBAKAR SHEKAU?Thus, the pertinent question to ask at this juncture is: where does Abubakar Shekau and his gang operate from – palaces, state houses, the presidency, military bunkers, caves, on top of trees, trenches, mosques, military and police barracks, on the mountains, hills and valleys, on rivers, etc? Is he hiding in an unlikely place – is someone offering him a cover from the wrath of the law, if so, who is that person – is he being driven around town in a convoy as a senior military officer of the rank of a 5-star General – does he sleep in houses, on top of tree house/s, on Mars, trucks, vans, caravan, cemetery, coffins, tents, houses in the desert, in the middle of nowhere, such as NEAZOP Guest Houses, etc, etc? But just where is Shekau and how long will it take the police and the military to bring him to justice? 
  • Whilst serious people and nations are exploring the universe above and beneath, Sultan Sa’ad Abubakar and his cohorts are drowned in retrogressive thinking, thoughts and mindset on the street asking every passer-by if they had sighted the moon yet. Whereas the Sokoto Sultanate alone is rich enough to pay the salaries of all the teachers in Sokoto State continuously for upward of 100 years without feeling it, in addition to building the biggest hospital in the whole of Africa, and going on to build the biggest Skills and Vocational Academy in the world to take off the Almajiris (urchins) from the street, and by extension all the streets in Nigeria, where they are the ones dominating the killing, kidnapping, armed robbery industries, stealing, killing, maiming and destroying institutions and properties, despite Sharia and Pharisaical claims to piety.
  • The third mega dam which was to be constructed by Julius Berger under the various military regimes of Ibrahim Babangida and general Abacha was stopped after the publication of my major investigation published in both the local and the international media. And by my eye witness accounts in all of my investigations, the war between CAIN & ABEL in the Sahel was already very, very, very fierce, but was in a way I would highly localised up North, with few cases of clashes between the herders and farmers in the Middle Belt and the South of Nigeria, only, repeat only occurring during the then seasonal migration. If truth must be told, cases of cattle rustling were reported to me by the then innocent, friendly and other wise gentle and humane Borroro herders, the majority of whom had migrated to Cameroon, Gabon, Central African Republic, neighbouring West African States, where grazing conditions are favourable.

  • As I have said time and again, what all the Tivs, the Benueans and the whole of the Middle Belters must bear in mind is that the descendant of Uthman Dan Fodio are still bitter about the fierce resistance of their ancestors to Islam, hence they are in the 21st century under the medieval and super-eruptive jihadi Muhammadu Buhari hell bent on breaking the record of their ancestors, collaborating with international Islamists/terrorists, using state resources and Petro-dollar funds from the Gulf States and other Muslim majority nations to penetrate the Middle Belt, conquer them, Islamize them and subsequently introduce Sharia, and they are succeeding gradually!

    • But the so-called Fulani or Fulbe herders of today are political or the politicised ones, blindfolded and cajoled into the jihad being pursued by the offspring of Uthman Dan Fodio and fellow caliphate delusionists who are hell bent on conquering territories, I mean Christian territories their ancestors were unable to conquer due to the fierce resistance by the indigenous people – such places as the Christian community of Borno, Adamawa, Yobe, the Southern Kaduna, the whole of the Middle Belt, especially Benue, whose Tivs between 1804 and 1809 stoutly resisted and prevented the earlier centuries jihadists from Islamizing and dispossessing them of their ancestral lands, and far and above all else, deny them access to the Catholic-dominated East of Ndigbo and their Ogoja neighbours to plant Islam therein.
    • It must be said here with all honesty that such seasonal migration has stopped due to the second by second worsening of the ecological conditions in the Northern States of Nigeria, which have made the herders want to now permanently settle down in any parts of the Nigerian Federation, mark that phrase ANY PART OF THE NIGERIAN FEDERATION, which they are very much entitled to, but NOT, repeat, they are not from God’s Commandment of THOU SHALL NOT KILL, and morally NOT entitled to kill a thousand people for a cow because of the US & THEM imperialistic, medievalist and cultural ideology of the Arab-Fulbe-Hausa-Kanuri territory hunters.
    • In the course of that major investigation which generated international outcry, I did find out that were the Kafin Zaki Dam project allowed to be constructed, it would have displaced over 500, 000 people from their homes and fadamas, with billions of pounds lost annually from agricultural revenues, the cost to lives and properties were projected by my investigation to be of biblical famine proportion, and more, it had the potential of sparking ecological Armageddon, with Tiga and Challawa, including the massive irrigation projects already affecting the international wetlands of Nguru-Hadjia, leading to the hastening of desertification processes, the desiccation of the river systems which were already affecting the farmers and the pastoralists as cows had been dying through droughts in their thousands with their carcasses seen by me littered the desert, and farmers on their part were merely chewing their teeth and drinking water, with their crops scorched by the desert fires, sparking dust bowls of unprecedented proportion, which was already making life very dangerous and very, very difficult for all the people in the North of Nigeria, with sand dunes burying houses, human beings, blinding them by the thousands, water table receding down, down, down which made well digging a waste of time!

And how much more seconds, minutes, hours, days, weeks, months and years will the Nigerian people and the world wait before terrorism in Nigeria can be defeated? Will Shekau and others ever be brought to justice and end terror in Nigeria? Will all the leaders of the terrorists in Nigeria together with their foreign collaborators and financiers ever be fished out and punished?

    • These dams constructed without the required environmental impact assessment (EIA) or Environmental Impact Assessment Study (EIAS) by General Yakubu Gowon and Audu Bako, the then Governor of Kano State – such dams as the Tiga and Challawa Gorge dams under the Gowon’s Northern elders-engineered and politically motivated GREENING OF THE NORTH POLICY to disadvantage the South of Nigeria, a sort of subtle/passive agricultural and food jihad, which is now being pushed aggressively through the current monstrous pastoral jihadism supervised by the duo of Sheik Muhammad Buhari and the grand Ayatollah Sa’ad Muhammadu Abubakar III, the Sultan of the Hausa and Fulanis in Sokoto State and the supreme Commander of the Hausa/Fulani Muslims of NIGERIAGHANISTAN, ably supported that treacherous prodigal, Sanusi Lamido Sanusi, the local chief of the Hausa and Fulani people in the Sharia State of Kano.

Herdsmen allegedly invade Benue community, order villagers to vacate homes

Suspected Fulani herdsmen early hours of Monday invaded Mbatoho community in Makurdi, Benue State capital.

Mbatoho community is a council ward located on an Island in Makurdi town.

Leader of the community, who identified himself as John Tehemen, led a few other residents to lodge a complaint with deputy governor, Benson Abounu, saying that the herdsmen had ordered them to vacate their homes.

He said, “Herdsmen who were fully armed with sophisticated weapons early hours of yesterday (Monday) stormed our community, Mbatoho, and ordered everyone to leave.

“The herdsmen came in large numbers but they did not harm anyone; they only asked us to leave,” Tehemen said. He gave the population of the community to be about 5,000.

In response, the deputy governor said the government had just received the information from the community, adding that he had ordered the security adviser, Paul Hemba, to go and find out the situation.

“The community has just come to inform us about the attack; I have directed the security adviser to report to Police and find out the situation of things. The village is right here (pointing towards River Benue) across the river.

 EXISTENTIAL ANXIETY, SOCIO-ECONOMIC, HISTORY AND CULTURAL REASONS FOR THE IGNOMINIOUS AND UNNECESSARY PRESSURES ON BENUE AND PLATEAU STATES (MIDDLE BELT)

Truth is, the North of Nigeria has for decades been sitting on a hydrological edge and I have not failed to warn the nation and the world about the impending ecological Armageddon upon the North, whose reasons had been adduced in the earlier series, so needs only a cursory mention here.

The causes and effects of the coming ecological disasters upon the Northern States of Nigeria have been personally investigated by me in the last 27 years and there is no Nigerian President/Head of State alive today who would feign ignorance of my investigations and the actual ecological problems that had faced the North, whether in the past, now or the ones it will face in the coming years as highlighted in all of my investigations in these past 27 years – these Heads of State/Presidents included General Gowon who in the days of: “Nigeria has so much money and its problems is how to spend it,” went about constructing mega dams and massive irrigation projects without the needed Environment Impact Assessment (EIA) or the needed Environmental Impact Assessment Study (EIAS) under his ill-thought policy of GREENING THE NORTH, but which has backfired, hence we have been, and are currently harvesting the negative effects of that GOWONIAN FOLLY, which has claimed thousands of lives and animals, put the ecology of the North under very serious and permanent distresses and unparalleled restiveness – one of these distresses and restiveness being the constant clashes between the pastoralists and their farmer compatriots, competing for the now very crowded grazing and agricultural spaces, first around the regions up North, cascading down the Heartland from the arid and desertification-sand dunes and dustbowls-ravaged North, and now throughout Nigeria, but curiously leaving the Sharia States of Kano, Sokoto, Jigawa and Katsina (Daura, especially), consequent upon thousands of avoidable deaths.

But these ought to have been foreseen and nipped in the bud with a plan of action or action plan -short, medium and long terms, where there is a visionary and purposeful leadership. Unfortunately for Lord Yakubu Gowon and the nation, the once mere clashes became politicised and later hijacked by local and international terrorists, whose backers and informants are in high places in Nigeria.

The other Heads of State/Presidents who were aware of my investigations, their findings, conclusions, proffering solutions and the way forward are Ibrahim Gbadamosi Babangida, whose Government outlawed reporting anything about the deleterious effects of the mega dams and the havoc they were causing, including the activities of the North East Arid Zone Development Projetcs (NEAZOP), but which I dared him as a staff reporter with The Guardian to report to the nation, the world and posterity about the imminence of ecological apocalypse, whose effects as predicted in the findings of all my investigations in these past 27 years are now manifesting, and worsened now by the current terrorists activities, the Buharian 2nd Intifada, cultural imperialism, linguistic impositionism and the territorial expansion as evidenced in Agatu, Loto, Guma, Mbatoho and other places in Muhammadu Buhari’s Nigeria of today.

The other Nigerian leaders who are very much aware about the ecological problems of the North, but did nothing, despite the fact that they all knew about these investigations of mine in the last 27 years are: Ernest Shonekan, who has been very, very close to the Nigeria Conservation Foundation right from its inception in 1982, and I’m very much aware, Chief Shonekan is a very close friend of all the members of the Board of Trustees of the NCF, especially the founding Trustees.

It will be recalled that as Head of State of Nigeria during the shaky interim days, a delegation of the NCF in 1993, led by another mentor of mine, and one of the great pillars behind the premier NGO, A.P. Leventis went to Abuja in 1993 to discuss with him about reviewing the Kafin Zakin Dam project, following one of my special reports – and no one who has an encyclopaedic knowledge of the Northern Nigerian ecology would discuss such a gigantic and a white elephant project without discussing the Nguru/Hadejia international wetlands, home to thousands of palearctic birds, the disappearing fadamas (traditional agriculture), the necessity for the jettisoning of subsistence pastoralism for economic pastoralism, the effects of the two mega dams on the ecology of the North, including their effects on Lake Chad - Tiga and Challawa Gorge and the massive irrigation projects with heavy pumps pumping waters from these dams to irrigate the the mechanised farms of the Generals, waters in such large quantities not needed, but which are denied to peasant farmers.

The late General Abacha and his Government too were aware of the ecological problems of the North, including all of my investigations and their findings.

Other leaders included General Abdulsalami Abubakar, that professional hijacker of democraccy (PhD), Olu Matio Aremu Okikiola Obasanjo, the former very stubborn barracks boy turned Alakowe, who has just got dem dash me degree in THEO-OLOJA.

In the subsequent series of this treatise, I will publish a part of my letter to President Olusegun Obasanjo through a great mentor of mine, Chief S.O. Fadahunsi, CON, expressing my worries and concern on the then genuine perennial clashes between the herdsmen and farmers, before its politicization and subsequent hijacking by the Bush and urban terrorists in collusion with international terrorists, ISIS, ISWA, the Janjaweed militia, Al-Shabaab, Al-Qaeda in the Maghreb, others from neigbouring West African States, North Africa and from far off East, urging him to do something about these menaces. That letter was personally delivered to him on my behalf at Ota by Chief Fadahunsi, whom Chief Obasanjo and I both share as our able mentor.

Umaru Musa Yar’Adua knew about my investigations both as Governor of Katsina (1999-2007) and as President.

In fact, on the day he was to leave for Abuja to resume as President of the Federal Republic of Nigeria, his Chief Press Secretary had earlier booked an appointment for me to speak to him on the phone from the United Kingdom. But the appointment was cancelled as he was hurrying to leave for Abuja. He however, did ask his Chief Press Secretary to convey his apologies to me.

In fairness to his Press Secretary, in the course of my discussion with him on the phone on that day, he apologetically asked me to listen to the sound of the hurrying moving footsteps and cars hurriedly getting ready to leave the State House, Katsina with the now President Yar’Adua.

Had my scheduled discussion with Alhaji Yar’Adua held, the problems I had in mind to remind him about were the then frequent clashes between the herders and the farmers competing for places to graze and farm, in addition to the worsening condition of the ecology of Northern Nigeria.

I was to latter send the then President a blueprint on national rebirth through a female aide of his, a member of the Presidential Transition Committee constituted by Olusegun Obasanjo for the handing over of governance to President Umaru Musa Yar’Adua, the same that was presented to Chief Olusegun Obasanjo during my courtesy call on him at the State House in Abuja on October 14, 2002, together with 22 copies of my Book: The Diamonds are Here, two giant gold-plaited plaques, respectively entitled: THE GREAT SUMMONS, THE NIGERIAN SPIRIT, and a little gold-plaited desk plaque titled: FOUNTAIN OF WISDOM, which were the campaign materials on NATIONAL REBIRHT -THE NIGERIAN RENAISSANCE, courtesy of my NGO: MOVEMENT FOR AFRICAN RENAISSANCE AND GLOBAL PEACE.

In subsequent series, I will publish a commendation letter sent to me by the then Governor Yar’Adua’s Deputy, Alhai Tukur Ahmed Jikamshi on behalf of the Governor and the good people of Katsina State, dated 17th December 1999, Ref: KTS/ODG/S/53/VOL.1/17 for my environmental activism in the North of Nigeria.

Whilst incubating on the idea of the Pastoral Resolve (PARE) based on my investigations, my then boss and mentor, Mr barberopoulos informed all the prominent Fulanis, first on the phone, followed by letters in which copies of my published investigations over the years were attached.

Amongst such eminent Fulanis were: Muhammadu Buhari, Ahmed Joda, his bossom friend who also was a member of the Board of Trustee of the nation’s premier Conservation NGO, the Nigerian Conservation Foundation (NCF), Alhaji Alhaji, Professor Jubril Aminu and a host of other Fulbe eminent elites, some of who made it to the initial 13-14-member Board of Trustees, with one female, but now scaled down to just nine.

But the reader, fellow Nigerians MUST be made aware that this was not the ORIGINAL vision, mission statement, aims and objectives and philosophy as it has been tampered with and doctored to suit the current Arab-Fulbe territorial expansion in Nigeria, West Africa and indeed, Africa as a whole, courtesy of the current resurgence of Islam in Africa through terrorists, other jihadi activities – introduction of Sharia all over Africa, dilution and superimposition of the Bedouin-Arab cultures, wearing of niqab, hijab by African women, young and old in social and education settings, and through the so-called loans from Islamic Development Bank for the so-called education development in Nigeria/Africa, for which even some Christian States in Nigeria are already falling and infrastructural development in Nigeria and the continent as a whole. My dear peoples of Africa must therefore watch these baits from the Wahabis and the Salafists promoting in modern times the cruelest and the most monstrous form of Islam, which they claim is the authentic/original and undilute Islam.

What we had in the ORIGINAL/AUTHENTIC/UNDILUTED and UNPOLITICISED little PARE booklet as wriiten my me with inputs by my boss and mentor, MR ROMEO V. BARBEROPOULOS were based on the recommendation and the conclusions of my findings over the years in the course of my investigating the worsening conditions of the Northern Nigerian ecology – the deleterous effects of the mega dams, massive irrigation projects, the hijacking of the highly fertile flood plains/valleys by the Generals, the Fulbe-Hausa-Kanuri elites, the ravaging desert fires (desertification), sand dunes burying communities, ocassion bursting of the mega dams, sweeping away communities, but unreported, the farmers-herders internecine wars which then was highly localised up North, with a few frictions here and in the Middle Belt and in the South, the desiccation of the river systems courtesy of the mega dams, droughts of Biblical proportion, deaths resulting in the deaths of both human beings and animals in their thousands, cattle rustlings, invasion of unquarantined animals from neighbouring West African States – Chad, Niger, Northern Cameroon, Mali, etc, with many a Fulbe family migrating to Cameroon, Central African Republic Gabon, etc, where conditions are favourable, the education of the pastoralists, particularly their kids, absence of Government presence in their nomadic life, no hospitals/clinics, schools in their ruga, no vertinary clinic in their rugas, the fact that the Borros were the only group of Nigerians belonging to no Local Government Council in Nigeria due to their nomadic lifestyle, etc, etc and the overall effects of the weather (climate change) on the people, animals and crops, consequent upon the disappearance of the fadamsa – traditional agriculture in Northern Nigeria.

All our concerns were in fact, to move the pastoralists from their then/current nomadic lifestyle in order to embrace modernity, moving them from subsistence pastoralism to economic pastoralism, so as to inaugurate the tradition of industrial livestock farming on a large scale, surpassing that of Europe, the Americas and other parts of the world. In fact, before leaving the private sector back to the newsroom to take up the executive level appointment as the Chairman, Editorial Board of the Daily Times of Nigeria Plc, then Africa’s largest newspaper conglomerate, I had initiate a livestock farming exhibition in the furtherance of my dream of large a scale industrial lives stock farming in Nigeria, and indeed, Africa – and this was greeted with the keenest of enthusiasm by the lives stock industry chieftains I had met on one on one and other industry practitioners.

As claimed in the doctored PARE VISION below, there was no where I had written, and I as an insider and one fighting for justice for the pastoralists and the whole of Northern Nigeria, and indeed all of Nigeria, there was just no way I could have triggered an unnecessary political, religious and cultural war by stating in the little PARE booklet I had personally written that the pastoralists could be found in 28 States, especially at a time when pastoralism was highly seasonal – with the herders/nomads/pastoralists migrating from the north of Nigeria to the South when conditions were no longer favourable and returned to the North afterwards when the conditions were favourable up North! Those who are of the view that the pastoralists could be found in 28 States in Nigeria are mischief-making and agent-provocateur land grabbing murderous caliphate delusionists out to rob the First Nation Nigerians (FNN), the indigenous Nigerian of their ancestral land for the Arab_Fulbe empire in Nigeria – and must be resisted by all Nigerians as they are prowling over every place to establish their so-called colonies, which will later be upgraded to emirates under the control of the SOKOTO CALIPHATE, holding them as trusts for their Arab cousins and Masters! So, fellow Nigerians, be ware!

This an unnecessary provocation to grab the ancestral lands of other Nigerians for the now UNTOUCHABLE PASTORALISTS, but just as my global human rights activism is to bring justice and peace to all of humanity,no matter their colour, creed, philosophy, cultures and religion, it is also to make people accountable by bringing all under the laws of their nations! So, let my people read the PARE vision and watch out! Keep an eye on your backyard because their NEXT LEVEL, Nigerians and their friends around the world will watch with their mouth agape, but they can’t cry nor weep because they will be overwhelmed by the atrocities of the Herod of Daura which will surpass that of the Biblical Herod.

My warning to every Buhari, Aisha and the cabal is if they seek to out Hero Herod, then they will first be a YELLVOLUTION to be followed by a protracted YELLOWVOLUTION!

The Pastoral Resolve (PARE) is a nongovernmental, non profit making, non ethnic and non political organisation incorporated in April 1999 in Nigeria, working in all parts of the country, particularly in those areas with higher levels of pastoralists concentrations.   • The population of school age children is currently between 3.6 to 3.8 million, with only about 300,000 enrolled in schools (by 2005). Thus there are over 3million out of school nomadic children in Nigeria (the highest among any socio-economic group in the country)

  • PARE works to influence, encourage and assist in promoting the interest of and welfare of pastoralists and preserve their tradition and cultural value systems. To attain these objectives, PARE shall:

  1. mobilize its members, components and partners to build alliances for action in conformity with its objectives;
  2. strengthen the institutional capacity of its nomadic pastoralist association members to enhance cooperation between government, communities and other citizens in the areas they live;
  3. encourage, study, conserve, preserve, record and support all educational, cultural, traditional and historical activities, projects of pastoralists and pastoral life;
  4. provide a forum for discussion of nomadic pastoralists issues, including their scientific, educational, legal economic, social and political dimension, at local, national, regional and global levels;
  5. develop expert networks and information systems to support its members, components and objectives;
  6. make representations to foreign and international agencies so as to influence relevant policies, collaborate and/or affiliate with them in furtherance of its objective;
  7. assist in the development of mechanisms for debating, handling and resolving conflicts of any cause and in any way for peaceful harmonious co-existence between the pastoralists and other groups;
  8. negotiate and cooperate with government, public bodies, private institutions and individuals in the interest of conservation of natural resources;
  9. take any other appropriate action, which will promote the interest of the pastoralists within the framework of the conservation of nature, natural resources and the environment.

 

Key priorities of PARE over the years are in promoting education, management of pastoralists - farmers conflicts, advocacy on behalf of the pastoralists and promoting cooperation and unity, including the formation of cooperative societies as platforms for improving livestock productivity and improved livelihoods. Mode of Operations

With a functional Secretariat, The Pastoral Resolve (PARE) adopts a grassroots bottom – up participatory approach that recognizes the skill, culture, value systems and environment of the pastoralists. PARE promotes the conservation and proper management of environmental resources in both the short and long-term periods. In implementation, the beneficiaries are seen as the main ‘actors’, undertaking initiatives themselves. Stakeholders participate in project initiatives from planning to implementation. Target groups/communities define objectives and key activities and contribute financially and/or materially to projects implementation. Thus, design and implementation enshrines fundamental activities that guarantees sustainability of projects and programmes, such that benefits to community will not lead to depletion of the resource base or decline in levels of productivity over time and space. PARE mobilizes pastoralists and organizes them into viable Local Pastoral Association (LPAs) and cooperative societies. A number of LPAs form a ZONAL FORUM that is represented on the PARE Executive Council. Participatory and integrated projects are then initiated and resources are mobilized to facilitate implementation of designed initiatives. The main organs of PARE are the Board of Trustees, the National Executive Council, the Secretariat, the Zonal Forum of Members (State Chapters) and the General Assembly. In view of the diverse problems facing pastoralists in Nigeria, PARE sets out five priority areas:

  • carry out advocacy and through it, mobilize policy makers, policy implementers and international development organisations to provide support and assistance to the pastoral communities;
  • undertake mobilization and sensitization of nomadic pastoralists to form Local Pastoral Associations and cooperatives through which they can address some of the problems confronting them;
  • support the improvement of livestock production through extension and training in core areas of livestock breeding (feeds and pasture, breeds improvement, herd health management, dairy development, etc) which introduce the pastoralists to new information and knowledge beneficial to their socio-economic activities;
  • promote the provision of education to the pastoralists on importance of education at one end, and advocacy to States and Local Governments to establish additional nomadic schools, provide teachers and functional school structures at the other end;
  • support the improvement of livelihoods of pastoralists and facilitate delivery of essential services including reproductive health, developing skills for alternative income generating activities, women empowerment and other livelihoods improvement activities.PARE work with diverse partners and donors at local, national and international levels in designing and executing activities related to its objectives. PARE also draws professional and expert resources from volunteer members, partner institutions and periodic engagement of resource persons where need be.

  • Convener of the National Conference on Security, Conflicts, Peace Building and Settlement of Pastoralists in 2012 which addressed policies relating to conflicts, security, settling of pastoralists and improving livestock productivity, among other.

NGO mobilises $31m for establishment of 6 grazing reserves in Nigeria

The perennial clashes between pastoralists and farmers in the country have been attributed to the non-enforcement of grazing laws on the part of government.

A former retired Permanent Secretary, Alhaji Ahmed Joda, said the global climate change phenomenon, had exacerbated desert encroachment, thereby pushing pastoralists further southwards in search of grazing lands.

He spoke with journalists in Abuja recently on plans by a Non Governmental Organisation, Pastoral Resolve (PARE) to mobilise N5 billion (about US$31 million) for the establishment of six grazing reserves in six states in northern Nigeria.

Joda said the continued clashes have their genesis in the fact that grazing laws are deliberately ignored, thereby encouraging encroachment of gazetted grazing reserves. ‘`Lack of political will and total neglect of the livestock sub-sector by the various governments has resulted in massive encroachment into both gazetted, proposed grazing reserves and blockage of stock routes in the country. ”The policy and legal vacuum serve to exacerbate the conflict between pastoralists and crop producers, a situation that continues to escalate over much of the northern and the middle-belt states of the country.

Joda, a retired Permanent Secretary, who is currently a farmer, expressed concern that the current tension between herdsmen and farmers constituted a threat to peace and national security, if not addressed. “I can see no peace, if we don’t solve this problem.

As important as oil and the manufacturing sectors are, the livestock industry provides nutrition and jobs, among other economic benefits. “At the rate we are going, there will be no grazing land; and this might result to a war along ethnic and religious lines. “If we have peace, and stability, we do not need security checks which drains the national economy, if we can develop the livestock industry and eliminate tension associated with it,” he said.

Joda explained that the NGO, Pastoral Resolve (PARE) which he is the President is set to mobilise N5 billion (about US$31 million) for the establishment of six grazing reserves in six states in northern Nigeria.

This initiative is aimed at solving the perennial conflicts between pastoralists and farmers occasioned by poor access to land and water, among other facilities. The targeted pilot states are Adamawa, Bauchi, Benue, Kogi, Nasarawa and Niger.

Pastoral Resolve is working on the project in collaboration with Enhancing Nigerian Advocacy for a Better Environment (ENABLE), a development agency.

Earlier, Mr Umar Hassan, the Chief Executive Officer of PARE, noted that only 12 of the 433 grazing reserves in the country were functional while 36 were receiving attention.

The livestock industry, Hassan said, had the potential to generate about US$ 20 billion but currently accounts for six to seven percent of the nation’s GDP, representing N250 billion (about US$1.5 billion).

According to him, there are 21 million pastoralists in Nigeria, representing 14 percent of the population, rearing 16 million cattle, among other livestock.

What has happened to all the gazetted cattle routes/tracks starting from the colonial ones, the ones gazetted by the Northern Nigerian Regional Authority in 1959 and subsequent ones at independence and the post-colonial ones?

I have written very copiously about their disappearances, so will not continue to repeat myself on this anymore, but all those who had used their privileged positions to share these cattle routes for selfish purposes – establishment of their mechanized farms and other development projects, including their orchards not only have on their hands the blood of the innocent killed in the herders-farmers conflicts, now hijacked by the Fulbe murderers as funded and instigate by the Presidency, palaces and the Miyetti Allah Cattle Breeders Association (MACBAN) together with other Fulbe self-interest associations, their foreign collaborators from the Gulf States and all the heartless and paedophilic emirs in their evil palaces, where thousands of kids are now being held as captives just to satisfy their sexual concupiscence will be judged – the God of Nigeria, sending pestilences and wasted diseases onto/upon them and their families onto the 100th generation and with mysterious fires razing down their political and religious shrines which pass for places!

CALLING ON ALL SOUTHERN MUSLIMSTO DEMAND THE ROTATION OR ZONING OF THE RELIGIOU, POLITICAL AND SPIRITUAL HEADSHIP OF ALL MUSLIM IN NIGERIA

Without beating about the bush, now is the time for all the Southern Muslims in Nigeria to demand for the rotation or zoning of the religious and spiritual headship of all the Muslims in Nigeria. The Muslim South must remember they are not knaves and they are not slaves, but free-born and bonafide citizens of the Federal Republic of Nigeria just like their brethren in the North of Nigeria. Thus, they must step forward bravely and boldly to demand their rights to which they are entitled within the Muslim community in Nigeria, and such as an entrenched provision in the Constitution of the Federal Republic of Nigeria. If the Fulani-Hausa-Kanuri Muslims are always quick to ask for the zoning and rotation of political offices in Nigeria, there is therefore, no reason why the same should not apply in the religio-spiritual sphere.

With immediate effect, machinery must now be put in place to facilitate the zoning and rotation of the all-round headship of the Muslims community in Nigeria. The new arrangement which must start in earnest suggestively could be yearly, biennial or every four years.

The campaign slogan to redress these centuries of injustices against the Southern Nigerian Muslims must be entitled: WE TOO ARE MUSLIMS!

In 1992, Mr Aduma's contributions to journalism was recognised with the awards of the Nigeria Media Merit Award as the Investigative Reporter of the Year and the Diamond Awards for Media Excellence as the Reporter of the Year, and the British Chevening Scholarship, which saw him studying International Journalism with Specialism in Environment at City, University of London in 2003-2004.
